| Nolan Sijer is the 2025 Young Leader Award Winner and will serve on the Board as an honorary, non-voting member for 2026. Nolan is a passionate civil engineer at Jacobs who serves the Public Works industry and community with his dedication and generous spirit. Nolan has actively participated in the APWA Washington Chapter through the Emerging Professionals Committee for several years and last year became Co-Chair alongside Paula Welly. Nolan’s willingness to step up and make things happen has contributed to enhanced value and events that the Emerging Professionals Committee offers to the Washington Chapter. He has directly contributed to the successful execution of several events and educational / networking opportunities including organizing trail project bike tours, networking and social events in collaboration with other local Young Professional groups such as ASCE and AWWA, and preparing the annual Emerging Professionals Session track at the 2025 Spring Conference.At Jacobs, Nolan is a civil engineer with a focus on transportation engineering and specializing in pavement design. He often performs general civil engineering work including grading, utility coordination, and dry utility trenching design. His thoughtful work has led him to become an integral part of his project teams, and he is a go-to person for the clients that he works with. His work with APWA has helped strengthen his network and given him an opportunity to engage with his clients on a different level.
Nolan’s positive attitude and care for his colleagues and the Public Works community is evident in the dedicated time and efforts he invests in the APWA Washington Chapter. He has a proven dedication to finding unique ways to reach under-represented Chapter members and engage them through the Emerging Professionals Committee and beyond. Nolan’s passion for community and connecting people will serve to provide valuable leadership in the APWA Washington Chapter and the Public Works industry throughout his career.
