ROLE & RESPONSIBILITIES
What you’ll lead and deliver:

Set direction and drive results. You’ll develop and implement division goals that align with Department and City priorities, ensuring operations are consistent with departmental objectives and comply with local, state, and federal requirements. Success looks like clear priorities, steady progress, and services that residents can count on.
Turn strategy into everyday practice. You’ll translate goals into practical policies, procedures, and programs—and regularly refine them. You’ll use a strategic approach to plan and manage priorities, making tradeoffs visible and aligning people, equipment, and budgets to the outcomes that matter most.
Build a performance culture. You’ll monitor and evaluate division performance with meaningful measures—quality, safety, cost, and timeliness—and use those insights to improve. You’ll make sure operations are efficient and effective, and you’ll celebrate wins while tackling gaps head-on.
Lead and grow people. You’ll directly manage staff and subordinate managers: setting expectations, assigning work, removing barriers, and coaching for success. You’ll evaluate performance, make hiring decisions, recommend discipline when needed, and handle terminations with care and fairness.
Resolve issues with empathy and clarity. You’ll address employee complaints promptly, participate in the grievance process, and respectfully apply and interpret labor (collective bargaining) agreements—partnering with HR and union representatives to find durable solutions.
Practice continuous improvement. You’ll administer, monitor, and adapt divisional operations over time—using data, field feedback, and community input to make services faster, safer, and more reliable.
Be a responsible steward of public funds. You’ll develop, monitor, and review expenditures; identify needs; and recommend resources to deliver outcomes in a financially responsible way. You’ll champion transparency in budgeting and ensure investments reflect citywide priorities.
Shape the department’s future. You’ll collaborate on the Public Works strategic plan—bringing forward practical ideas, equity-centered approaches, and innovations that strengthen our infrastructure and service delivery.
Advise on policy and regulation. You’ll serve as a technical advisor to the Public Works Director, assessing how policy changes and regulatory updates affect our work, and recommending sound, workable paths forward.
Strengthen partnerships. You’ll work with other jurisdictions to develop interagency agreements that enable resource sharing and mutually expand our capacity to deliver for residents.
Serve the community with heart. You’ll ensure timely, respectful responses to resident concerns; elevate customer service standards; and build trust through clear communication and follow-through.
Lead when it matters most. You’ll serve as incident commander before, during, and after emergencies—coordinating with other responders to protect life, maintain mobility, and restore services quickly.
Champion good governance. You’ll set clear expectations, provide transparent reporting, and align cross-departmental efforts to defined outcomes—so the work is accountable, the decision-making is clear, and the results are tangible for the community.

Knowledge of and Skills in:

Public works operations and sound public administration principles and practices
Project management principles and construction techniques
Use of independent judgment and effective decision making in the application of a wide variety of laws, policies, procedures, and strategies in effective problem solving
Fiscal management and budgetary processes and requirements
Strategic and tactical planning (both long and short term)
Employee supervision and performance management
Effective use of interpersonal skills in a tactful, patient, and courteous manner
Effective organization and expression of ideas through oral and written communications
Use of logic and reason to identify the strengths and weaknesses of alternative solutions, conclusions or approaches to issues and problems

QUALIFICATIONS
Education and Experience:

Seven years’ experience in public works operations and administration, public works engineering or public administration,
Three years supervisory/managerial experience, with advanced leadership experience;
High school diploma or equivalent, Bachelor’s degree in Engineering, Business or Public Administration or a related field preferred;
Any equivalent combination of education, experience and training that provides the required knowledge, skills, and abilities

Licenses and Certificates:

Valid WA State Driver’s license required.
