STEVENS COUNTY PUBLIC WORKS is seeking an Assistant County Engineer to join our team. The Assistant County Engineer will work under the general direction of the County Engineer and provides technical, operational, and administrative support to ensure the effective execution of engineering services. This role focuses on day-to-day coordination and problem-solving to support division goals and maintain efficient operations, while leading and advancing the development, delivery, and completion of the County’s capital projects program.

Salary and Benefits Information:
SALARY: $80,000 – $121,729 annually. BENEFITS: Stevens County Employees may choose between three medical insurance plans through the Washington State Public Employees Benefits Board (PEBB) Program for themselves and/or eligible family members. PEBB covers dental and vision coverage for the employee and all eligible family members at no additional cost. Stevens County Public Works contributes $1,100 per month toward the employee’s medical plan cost. Retirement benefits are provided through the Washington State Department of Retirement Systems (DRS), with the option to enroll in deferred compensation plans. Life and AD&D insurance is provided through MetLife, including county-paid basic coverage of $35,000 life insurance and $5,000 AD&D, with the option to purchase additional voluntary coverage. Long-term disability coverage is provided through PEBB, with optional 50% and 60% buy-up coverage. The County also provides Life Flight insurance coverage for the employee and eligible household members. Vacation is earned at 8 hours per month, sick leave is earned at 8 hours per month, and employees receive 12 paid holidays per year.

SUMMARY
Under the direction of the County Engineer, the Assistant County Engineer is responsible for the day-to-day operations of the Engineering Services Division within the Stevens County Public Works Department, with emphasis on transportation design and construction project delivery. This position supports the planning, design, and construction of public works projects; assists with managing project scope, schedule, and budget; and provides engineering coordination across multiple programs. The Assistant County Engineer serves as a working supervisor and technical resource for engineering staff and represents the County on assigned technical and regulatory matters.
ESSENTIAL DUTIES AND RESPONSIBILITIES
The following duties are representative and may not include all responsibilities of the position.
• Assist in leading design teams in preparation of construction plans, specifications, cost estimates, reports, environmental documentation, and right-of-way revisions.
• Support delivery of transportation and public works projects in compliance with applicable federal, state, and local standards.
• Ensure project development and design are responsive to public input, right-of-way impacts, safety considerations, and long-term defensibility, while coordinating effectively with internal divisions, consultants, agencies, utilities, and other stakeholders.
• Review engineering work products for technical accuracy and feasibility.
• Provide guidance and mentorship to engineering and technical staff.
• Perform and/or review computer-aided drafting and design using Civil 3D.
• Assist in managing project scope, schedule, budget, and risk.
• Prepare contract documents for bidding and assist in consultant/contractor selection and oversight.
• Support grant applications and administration of outside funding sources.
• Support oversight of the County’s bridge inspection program.
• Participate in hiring recommendations, performance evaluations, coaching, and corrective action processes.
• Represent the County on assigned boards, committees, and interagency work groups.

EDUCATION AND EXPERIENCE
• Bachelor’s degree in civil engineering or related engineering field preferred.
• Five (5) years of progressively responsible engineering experience in transportation design, construction, or public works.
• Public sector or municipal experience is desirable.
• An equivalent combination of education and experience may be considered.
• When extenuating circumstances exist, the Board of County Commissioners may waive portions of required experience.
The County recognizes that qualified candidates may still be developing professionally and is willing to mentor individuals who demonstrate strong technical foundation, leadership potential, and a willingness to grow into expanded responsibilities.
CERTIFICATES, LICENSES, AND REGISTRATIONS
• Engineer-in-Training (EIT) certification preferred.
• Professional Engineer (PE) licensure in Washington State is desirable but not required.
• Candidates without licensure must demonstrate willingness to pursue appropriate professional registration.
• Valid Washington State driver’s license with acceptable driving record.
• Willingness to pursue Washington State Bridge Inspection certification.
• Flagger/Traffic Control card within one (1) year of employment.
• First Aid/CPR certification within one (1) year of employment.
KNOWLEDGE, SKILLS, AND ABILITIES
• Working knowledge of civil engineering principles related to roads, bridges, and public infrastructure.
• Familiarity with local, state, and federal design standards and permitting processes.
• Ability to prepare and review engineering documents with increasing independence.
• Project coordination and organizational skills.
• Ability to supervise, mentor, and build collaborative team relationships.
• Effective written and verbal communication skills.
• Experience with engineering and office software such as Civil 3D, and Microsoft Office is desirable.
