Located in central Washington, surrounded by stunningly beautiful landscapes and some of the most amazing outdoor recreational opportunities to be found, Grant County’s 105,000 residents enjoy 300 days of sunshine a year, more than 140 lakes and reservoirs, and world-class fishing, hunting, hiking, camping, water sports, and many spectacular golf courses. Bordering the county’s west side above the Columbia River Gorge, is the Gorge in George, a 20,000-capacity concert venue, and at the northern tip of the county is the Grand Coulee Dam. To the south, the City of Moses Lake is the county’s largest city and many visitors come to enjoy water sports activities on the lake. Ephrata is the county seat and is centrally located within the county.

The Grant County Public Works Department’s primary responsibility is to maintain the County road system by seal coating, asphalt overlays, snow removal, sign maintenance, bridge maintenance, and road grading. Public Works also performs small construction projects using County forces, and a variety of drainage projects throughout the County. Larger construction projects are open to the public for bid and are contracted outside the department. The Public Works Department is also responsible for providing information on County roads and bridges, permits for access to County roads and culvert placement, oversize and overweight motor vehicle permits, work in the right-of-way and dust oil palliative permits.

The Public Works Department operates on a 2025 budget of approximately $47 million and consists of over 100 full-time and part-time employees responsible for six divisions including road maintenance, engineering, recycling, solid waste, motor pool and administrative operations. The County’s road system encompasses approximately 2,517 miles of roads served by three maintenance districts, 263 bridges served by a bridge crew and a central maintenance shop. The major focus of the Department is on design, construction and maintenance of roads, bridges, and associated infrastructure. The Department also manages a gravel production operation, a solid waste landfill utility, the entire fleet of County vehicles and the development of paths and trails. The Department’s traffic division is also responsible for county road sign inventory, striping on the road system, and assisting the Engineering Department in updating and maintaining the Road Log inventories, streetlight and traffic signal maintenance, asphalt cuts, and the painting of railroad crossings, crosswalks, and other road markings.

Working with the Public Works Director, the County Engineer serves as the principal professional engineer in the Department and provides professional guidance in sound application of engineering and technical principles for design and construction. The County Engineer also serves as a resource to professional and technical staff for resolution of technical issues as well as mentoring and coaching their professional development, and personally setting design criteria in accordance with federal, state and local guidelines and reviews and approves the design of public works improvement projects. Technical decisions include the selection of consultants through RFQs and contractors based on professional analyses of bid documents.

A bachelor’s degree in civil engineering or a related engineering field, and registration as a Professional Engineer in the State of Washington by start date is required. Candidates must also have at least ten (10) years of experience in public works, highway, or related engineering at a supervisory or managerial level.
