Week 6 Legislative Update
Floor Action & House of Origin Cutoff
Week 5 focused largely on floor action, with both chambers working to pass bills ahead of the February 17 house-of-origin cutoff. The House convened Saturday to meet the deadline, while the Senate adjourned until Monday, when it is expected to take up SB 6346, the proposed “millionaires tax.” Both chambers must pass their own bills by 5 p.m. Tuesday before returning to committee hearings.
Revenue Forecasts Drive Budget Writing
We are now past the halfway point of session. The Economic and Revenue Forecast Council will release the updated revenue forecast on February 16, followed by the transportation revenue forecast on February 18. These forecasts will guide upcoming operating, capital, and transportation budget proposals, expected late next week, with hearings beginning the week of February 23.

Transportation Resources & Mobile Credential Proposal
In advance of transportation budget discussions, Senate Transportation Chair Marko Liias introduced SB 6352, a transportation resources trailer bill adjusting last session’s revenue package (SB 5801) and establishing a new “mobile credential” (electronic driver’s license). A public hearing is scheduled in Senate Transportation on February 19.

2SSB 5690 – Public Hearing – Concerning actions of the department of transportation to notify utility owners of projects and seek federal funding for utility relocation costs. (Remote Testimony Available).
