Week 9 Legislative Update
The Legislative session looks like it will not be extended and will adjourn on March 12.
Opposite House Cutoff Reached
March 6 marked the opposite house cutoff, when both chambers completed consideration of bills from the other chamber. The Senate passed 154 House bills, while the House passed 104 Senate bills before the 5 p.m. deadline.
Attention now turns to reconciling differences in bills amended by the opposite chamber. Many will require concurrence votes or conference committees before final passage. With the 60-day session scheduled to adjourn on March 12, legislators have only a few days remaining to finalize legislation.
Budget Negotiations Continue
Budget negotiations are ongoing, though reports indicate the chambers may already be close to agreement on much of the supplemental operating budget. The supplemental transportation budget is also nearing resolution after earlier disagreements over bonding and amendments to HB 2711, which addresses transportation resources and was significantly revised in Senate Transportation.
Budget-Necessary Tax Legislation
In addition to the budgets, the House is expected to consider the proposed “millionaires tax,” SB 6346, which would tax personal income over $1 million annually. The Senate previously passed the measure 27–22. A House floor striker amendment reportedly has support from Governor Bob Ferguson.
Additional bills necessary to implement the budget (NTIB) advanced out of the House Finance Committee Saturday, with related measures scheduled for hearing Monday 3/9 in the Senate Ways & Means Committee.
