We are currently recruiting to fill the position of Procurement Coordinator. In this role, you will be responsible for the preparation and administration of Public Works construction Contracts, and Personal, Professional, and Purchased Services Agreements, including both pre-award and post-award contract functions. PAID LEAVE:
Full-time Pierce Transit employees receive 11 paid holidays, 2 personal paid holidays, 6 days of major sick leave, 22 days of paid time off (PTO) per year, and the ability to earn up to 2 Wellness Days by participating in a qualifying wellness activity and the annual survey. PTO accrual rates increase per policy.
Essential Functions
The following functions are not intended to serve as a comprehensive list of all duties performed in this classification, only a representative summary of the primary duties and responsibilities. Develops, implements and facilitates procurement and contract administration processes and functions for Agency-wide public works construction, architectural and engineering purchased services contracts, and rolling stock to ensure compliance with Agency Federal and State laws and Federal Transit Administration (FTA) contract regulations and requirements.
Serves as Agency procurement subject matter expert by consulting with Agency staff, team members and stakeholders in planning, developing strategies and determining procurement means and methods.
Develops, revies and edits boilerplate documents such as solicitations, contracts, terms and conditions, letters and forms for inaccuracies and inconsistencies.
Research cited references to RCW, WAC and/or CFR.
Assists with development, review, revision and implementation of procurement manual, and related policies and procedures.
Provides technical expertise, training and guidance to Agency staff.
Oversees the procurement and administration of assigned contracts
Coordinates, reviews, and tracks contract requirements, terms and conditions, and special provisions to ensure fiscal integrity and adherence to contract terms, agency policies, and federal and state laws and regulations.
Assists with invoice review and approval.
Issues contract amendments and change orders, monitors contract expiration dates and verifies bonding and insurance to meet specific project requirements; ensures compliance with local, state, and federal laws, including, but not limited to intents and affidavits, prevailing wages, contractor qualifications, licensing, contractor apprenticeship compliance, certified contractor payrolls and debarments.
Participates in the development of contract changes, audits and other contractual issues.
Makes recommendations and processes contracts using non-competitive processes.
Partners with the Project Management Office to conduct pre-bid and pre-construction meetings.
Identifies potential bidders from the MRSC Roster, including small and diverse businesses.
Advertises the bid opportunities through websites, local newspapers and Builder’s Exchange of Washington.
Leads the evaluation team through review and scoring of proposals for service agreements and selection of service provider.
Prepares and issues contracts for services and construction.
Assists with administration of Pierce Transit’s Disadvantaged Business Enterprise (DBE) Program to ensure that Pierce Transit complies with all provisions of 49 CFR Part 26. Assists with developing, implementing and monitoring the DBE including gathering and reporting statistical data as required by the Department of Transportation (DOT).
Participates in regional small and diverse business public procurement outreach events.
Serves as a technical resource and assists or advises internal staff, agencies, the general public, and/or other representatives regarding requests for information and/or inquiries.
Displays regular and consistent attendance.
Performs related work as required.
Qualifications
Minimum:

Bachelor’s Degree in a related field, and
Five (5) years of experience in public works contract administration.
Experience may be substituted for education on a year for year basis.
Desired:
Public sector experience desired.
