About the Department
The Engineering Division of the City of Pasco has been reorganized into two focus areas:
Capital Improvement Program Engineering Division (Public Works Department)
Development Review & Long-Range Planning Engineering Division (Community & Economic Development Department)
This position is within the CIP Division, leading key infrastructure efforts to support the city’s current and future needs.

ESSENTIAL FUNCTIONS
Essential Functions

Prepare plans, specifications, estimates, and bid documents for public works construction projects, including streets, utilities, and treatment facilities
Serve as project engineer and lead consultant selection, contract negotiation, and project delivery from design through construction
Review project proposals and ensure compliance with City codes, comprehensive plans, and engineering standards
Lead and supervise engineering staff in technical work, project development, and contract management
Prepare and manage project budgets and schedules; ensure cost-effective delivery and fiscal responsibility
Coordinate with internal departments and external agencies on project requirements, reviews, and construction oversight
Develop and administer grants and funding agreements, ensuring regulatory compliance and accurate reporting
Evaluate construction progress through site inspections, resolving design issues, and ensuring contract compliance
Administer consultant agreements and monitor project expenditures and timelines
Respond to public inquiries and support community engagement efforts related to capital projects
Participate in interdepartmental and public meetings, making technical presentations as needed
Stamp and approve engineering documents and specifications as a licensed PE

POSITION QUALIFICATIONS
Minimum Qualifications
Bachelor’s degree in Civil Engineering or closely related field
Seven (7) years of progressively responsible engineering experience (four years at the professional level)
Valid Washington State driver’s license
Professional Engineer (PE) license in Washington upon hire, or the ability to obtain reciprocity within 6 months
Preferred: Experience with public works infrastructure, utilities, capital projects, and local government operations
